Special Planning Commission Meeting

The Planning Commission Meeting started at 6:30 PM
Present were: Mike Sikkenga, Lyle Monette, Jim Cordray, Mark Slater, Greg Rice
Public Guests: 0
Minutes: Mark made a motion to approve the minutes dated August 12, 2020 as corrected from a printing error missing one line and Greg seconded the motion. The minutes were unanimously approved.
Member Reports: None
Task of the Meeting: Review Ordinance 75. Review anything requiring a Special Land Use Permit.
The Planning Commission unanimously agreed to add the word “commercial” to page 380:106 C. (1) to read:
“For construction of a commercial tower:”
The Planning Commission unanimously agreed to add as follows on page 380:107 to read:
“(5) Special use permit not required for a non-commercial tower. Non-commercial meaning: For on immediate proposed property serving communications within bounds of said property without monetary remuneration.
(6) Non-commercial tower over 100 feet in height must follow construction guidelines of commercial towers.”
The Planning Commission unanimously agreed to remove language on page 380:48 which reads as follows:
“F. A special use permit has been considered under the provisions of Chapter 380, Zoning Article XX, “Special Land Uses,” and approved by the Planning Commission and the Township Board.”
The Planning Commission unanimously agreed to remove language on page 380:109 which reads as follows:
“E. Raising or keeping of domestic animals. See Section 380-38”
Greg made a motion to make a change on page 380:47 in Section 380-38 A. to read as follows:
“A. The Lot must have at least 2.5 acres in Lot Area; in the event horses, ponies, cattle, livestock, or pigs are kept upon the Lot, an additional ½ acre in Lot Area shall be required for each head of livestock or swine in excess of four.”
Mike seconded the motion and the motion was unanimously agreed upon.
The Planning Commission unanimously agreed to add on page 380:110 as follows:
“H. Utility Scale Solar Energy Collectors and Systems as described in Article XXIII”
Next Meeting: A Public Hearing is planned to start prior to the meeting to address the proposed changes as described in the minutes. Following the Public Hearing a Planning Commission meeting will take place.
